There is no earthly reason for this remarkably non-standard UI vector. It's just silly to have shift-click do *anything* but an inclusive selection.
Even if they wanted to maintain this pointless vector, it would still be possible to make an inclusive selection by shift-clicking in the view's selection margin, instead of the line itself. Currently, there is no difference between click and shift-click when clicking in the margin.
